March 23 “Colorado Chamber Office Hours”: Time to review state regulations

Regulatory reform is a topic that’s long been on the minds of business leaders, judging by the way it’s been their top concern for several years in Colorado Chamber of Commerce surveys, and now it’s on the mind of legislators as well. And this week, I talk with the author of a new bill to review state rules and regulations more thoroughly about why he’s brought the legislation and the CEO of a locally headquartered company about what a proposal like this can do.

In advance of its scheduled March 31 debut committee hearing, Senate President James Coleman, D-Denver, discusses the details of Senate Bill 137 and how it will compel state departments to look more often at rules and ask if they are outdated, overly burdensome or not accomplishing their aims. And Coleman explains why he — as well as House Speaker Julie McCluskie and the minority leaders of each chamber — felt this bill was needed to let legislators review some of the laws they have passed and whether they are having a postiive impact on the state.

Also, Steve Swinney, founder of Kodiak Building Partners, discusses why Colorado’s continually growing regulations have made it difficult for his company to grow jobs in this state, particularly compared to other states in which the firm operates. And he explains how passage of the bill, even though it won’t guarantee the repeal or reform of any regulations, could send a positive message about Colorado’s business atmosphere.
